It's Time to Spring Forward. On Sunday, March 14, 2010 at 2:00a.m., Daylight Saving Time begins in the United States. Citizens are reminded to move their clocks one hour ahead. Daylight Saving Time is four weeks longer since 2007 due to the passage of the Energy Policy Act in 2005. The Act extended Daylight Saving Time by four weeks from the second Sunday of March to the first Sunday of November, in order to save thousands of barrels of oil each day through reduced use of power by businesses during daylight hours. Daylight Saving Time is also a great time to remember to change the batteries in your smoke alarms. Click the link above for details.
Registration is now being accepted at all participating locations and the Parks and Recreation administration office, 1932 Calhoun Street. Summer camps begin on June 1st. The cost is $45 per week per child and there are no registration fees. Click the link above for more information.

A revised polling locations list has been provided by the Richland County Election Commission. To download a copy of the list, click the link below. To pick up a hard copy of the list, citizens can contact the Public Relations Department at (803)545-3020 or visit City Hall located at 1737 Main Street. If voters have questions regarding where they can vote, they may contact the Richland County Voter Registration Office at (803)576-2240.
Television's Judge Glenda Hatchett to Speak at Youth Expo The "Showing Youth a Better Way" Youth Expo will be held on Saturday, March 13, 2010 from 11:00a.m. - 3:00p.m. at C.A. Johnson High School (2219 Barhamville Rd.). This event, which is being presented by the Booker Washington Heights Neighborhood Association, is free to the public. It will feature youth service organizations, information from local businesses and Richland One's finest performing arts groups.
| Participate in the U.S. Census 2010 The U.S. Census Bureau is preparing to launch a $133 million national advertising campaign to boost participation rates in the once-a-decade population count. In March of 2010, census forms will be delivered to every residence in the United States and Puerto Rico. All citizens are encouraged to participate in this initiative.
| Don't Miss the 28th Annual St. Patrick's Day Festival in 5 Points The 28th Annual St. Patrick's Day Festival will be held on Saturday, March 13th. Festival planners have organized a wide array of events and activities to make the festival more fun, safe and convenient. Festival gates will be open from 9:00a.m. - 7:00p.m. to give festival patrons enough time to see all that Five Points has to offer. Admission is $11 in advance and $15 at the gate.
This year’s musical selection features 20 acts performing live on five stages and a pre-party will also be held on Friday, March 12th. The Battle of the Bands Competition will be held on Friday at 700 Santee Ave. On Saturday, a 5K Road Race and 1 mile walk will begin at 8:30a.m. and the St. Patricks Day Parade will begin at 10:00a.m. on Devine St.
Cyclists are encouraged to take advantage of the free bike valet service that will be provided by the Bike Columbia Task Force.

| Public Hearing to be Held on Changing the Form of Government The Columbia City Council will hold a Public Hearing to get feedback from citizens on the possibility of changing the municipal form of government. The meeting will be held on Wednesday, April 21, 2010 at 6:00pm at Pontiac Elementary School, located at 500 Spears Creek Church Road. The public is encouraged to attend. The purpose of this meeting is to inform citizens of the SC Statutes that regulate the way citizens can change the form of government. Attendees will also learn about the 3 forms of municipal government.
