Housing Division
The Community Development Department, Housing Division for the City Of Columbia orchestras the affordable housing purchase loan process for person(s) up to 150% of the area median income. By working with partner banks, these low interest rates coupled with favorable terms and conditions, provide loans with no mortgage insurance required, thus making them the best deal in town. With the launching of an enhanced loan product design in October of 2012, the goal is to increase homeownership in the City Of Columbia by 15% in the next three years. There are several different loan products available (some only in designated areas and on a limited basis), to include City Lender I, City Lender II, Affordable Housing, City Of Columbia L.I.F.E., Employee Loan, H.E.L.P. loan, and Purchase Rehabilitation. The Housing division is also responsible for administering the set-aside funds for City-approved Community Housing Development Organizations (CHDO’s).
Emergency Rehabilitation Loan Program
(HELP)- Housing Emergency Loan Program
The City also assist homeowners that are disabled or 62 years of age or older with emergency repairs to their homes within the City Of Columbia corporate city limits. The loan is to provide emergency repair defined as, an unexpected occurrence or combination of events calling for immediate action, and categorized unsafe or life-threatening such as roof, heating and air, plumbing, electrical or structural problems. The maximum loan amount is $5,000.
All programs are funded through Community Development Block Grant, HOME and General funds. All City Loan Programs are based upon availability of funds.
