The Columbia City Council met for a work session, Wednesday, March 7, 2001, in the Council Conference Room. Mayor Robert D. Coble called the meeting to order at 9:05 a.m. Council members present were: The Honorable E. W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, and The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis. Also attending were Ms. Leona Plaugh, City Manager and Ms. Peggy S. Breeland, City Clerk.
1. Review of Regular Agenda
Ms. Leona Plaugh, City Manager reviewed the regular agenda with Council.
2. Black Expo - Black Pages USA
Upon motion by Mayor Coble, seconded by Mr. Cromartie, Council voted unanimously to approve a request from Black Pages USA for the City to sponsor the Black Expo at a level of $20,000.00.
3. Enhancement Grant Applications - Harden Street, N. Main, and Two Notch Road
Upon motion by Ms. Sinclair, seconded by Mr. Cromartie, Council voted unanimously to approve moving forward with the filing of three Enhancement Grant Applications Harden Street, North Main and Two Notch Road. Approval includes Phase I and II for the Two Notch Road application.

5. City Year - Palmetto Pride Service Day
Council held this item over, no action was taken.
6. Contract and Legal Matters
Upon motion by Mayor Coble, seconded by Mr. Cromartie, Council voted to go into executive session at 9:25 a.m. to discuss a contractual matter regarding the Gill Creek Parkway.
7. Stan Harp - Washington Street Parking Garage
Mr. Stan Harp appeared before Council regarding parking surround his
property. Mr. Harp asked that Council to review parking policy regarding
the Washington Street Parking Garage.
Council took this as information.
