The City of Columbia City Council met for a District IV Evening Meeting on Wednesday, April 02, 2003, at the Richland County Public Library Southeast Regional Branch, 7421 Garners Ferry Road, Columbia, South Carolina. Mayor Robert D. Coble called the meeting to order at 6:35 p.m. Council members present were The Honorable E. W. Cromartie, II, The Honorable Jim D. N. Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr. and The Honorable Tameika C. Isaac. Absent was The Honorable Sam Davis due to a family illness. Also present were Mr. Charles Austin, Sr., Interim City Manager and Ms. Pamela J. Ferst, City Clerk.
Councilman Osborne welcomed the District IV constituents to the evening meeting at the Richland County Public Library.
APPROVAL OF MINUTES

PUBLIC HEARING
· Mayor Coble opened the Public Hearing at 6:38 p.m.
2. Billboards Ban – Ms. Rosie Craig
The Columbia Tree and Appearance Commission have requested city council
to place a ban on billboards. The Commission is encouraging members and
the public to attend and express their concerns.
Ms. Rosie Craig, Columbia Tree & Appearance Commission, told Council that she is concerned about the situation in front of the Coliseum and on Millwood. She stated that the Columbia Tree & Appearance Commission agreed to the Cap & Replace program as a compromise, but now they are insisting that all billboards are banned.
Mr. Van Kornegay, 1200 Shirley Street, stated that he works on billboard control and blight and would like for the members of Council to consider a billboard ban. He presented many pictures of billboards located throughout the City of Columbia that are hazardous.
Ms. Susan Brill, Richland County Council, asked for Council’s consideration of banning billboards, because under the cap and replace program billboards are placed on the fringes of Richland County.
· Mr. Cromartie joined the meeting at 6:45 p.m.
Mr. Doug Bridges, Richland County resident and Realtor, agrees that billboards should be banned. He said that we could do business without excessive billboards.
Ms. Katherine Trimnal, CCN President, stated that she is concerned about the distorted billboard on Broad River Road along the Columbia Canal that is seen by thousands of people daily.
Ms. Kathryn Fenner, University Neighborhood Association, told the members of Council that Maine has a total ban on billboards and she is concerned about the distracting billboard at USC.
· Mayor Coble closed the Public Hearing at 6:50 p.m.
Mayor Coble recognized Michael Guyton, Boy Scout Troop #388 and Johnathan Morgan, Boy Scout Troop #287. Both gentlemen are working on their merit badges.
CONSENT AGENDA
Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve on a single motion the Consent Agenda Items 3. through 18. as presented.
STREET CLOSING REQUESTS
3. Council is asked to approve a request from the residents of Hollywood Drive to block off the 1700 block of Hollywood between S. Gregg and Southwood Streets on Sunday, April 06, 2003 from 4:00 p. m until 7:00 p.m. for an annual block party. Contact: Lisa Barr Walker - Approved
4. Council is asked to approve a request from the Five Points Association
to close the Harden Street at the entrance to Saluda Avenue and Green Street
at the entrance to Saluda Avenue on Thursday evenings beginning April 10,

7. Council is asked to approve the Purchase of Repair Parts and Material used to Repair Water Lines, as requested by Water Distribution. Award to Hughes Supply, the low bidder for Lot #1, in the amount of $13,492.53. Award to Independent Water Works (FBE), the low bidder for Lot #2, in the amount of $3,563.28 for a total amount of $17,055.81. One firm is FBE. 8. Council is asked to approve a Contract for Employee Health Exams, as requested by Utilities (Columbia Canal, Lake Murray Water Plant, WWTP). Award to North Greenville Fitness & Cardiac Rehabilitation Clinic, the only responsive bidder, in the amount of $18,810.00. No MBE/FBE firms responded. 9. Council is asked to approve a Contract for Professional Services for the Design of the EdVenture parking deck, as requested by Developmental Services and Parking Services. Award to HNTB Corporation in the amount of $281,300.00 plus reimbursable expenses. The vendor estimates subcontracts to MBE/FBE's to be a minimum of 15%. 10. Council is asked to approve a Contract for Professional Services for Construction Management Services for City Dock, as requested by Developmental Services and Parking Services. Award to LCK Construction Services, in the amount $120,000.00 plus reimbursable expenses. This is an FBE vendor located in the Columbia area. - Approved

TRAFFIC ISSUES
24. Truck Traffic Restriction – Glenwood Road
Council is asked to concur with a recommendation from SCDOT at
the request of a city resident to restrict thru truck traffic with more
than six (6) wheels on Glenwood Road between Forest Drive and Trenholm
Road.
Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to restrict thru truck traffic with more than six (6) wheels on Glenwood Road between Forest Drive and Trenholm Road.
25. Four-Way Stop-Intersection of Pendleton and Henderson Streets

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted
unanimously to approve the installation of a four-way stop at the intersection
of Pendleton Street and Henderson Street.
OTHER MATTERS
26. Destruction of Narcotics - CPD
Council is asked to approve the destruction of Four Hundred Twenty-Three
(423) narcotics, as requested by the City of Columbia Police Department,
and have been dispositioned for destruction.
Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve the destruction of Four Hundred Twenty-Three (423) narcotics, as requested by the City of Columbia Police Department.
APPEARANCE OF PUBLIC HAVING BUSINESS WITH CITY COUNCIL
Ms. Katherine Trimnal, stated that neighborhood leaders are concerned about schools and churches encroaching into neighborhoods. Ms. Trimnal asked Council to consider a moratorium on buying houses that will be torn down to build parking lots.
Mr. Bill Manley, Hyatt Park Community, stated that it was wonderful
to hear that the Armed Forces have rescued one (1) Prisoner of War.
Mr. Manley commended the Columbia Police Department on their efforts to
manage a recent rally that was held downtown. He inquired about the
fees the City of Columbia and Richland County receives for billboards.
Mr. Manley urged City Council members to get back to the neighborhoods,
because a lot of positive things have been done in Eau Claire in spite
of the recent shooting where a sixteen (16) year old was killed.
He suggested that Council hold the April 11, 2003 Public Hearing at a larger
location, consider bagging the meters for public parking and provide the
trolleys for transportation.
Mr. James Skalamera, King Charles Road resident, told the members of
Council that he was involved in a minor traffic accident in a plaza parking
lot. He said that neither party was ticketed because the Columbia
Police Department said they didn’t have jurisdiction in shopping centers.
Ms. Rosie Craig, asked what is the next step City Council would take to ban billboards?
Ms. Margaret Jordan, Tree & Appearance Commission, stated that there are ideal communities that have a tree and landscape ordinance and a ban on billboards.
Mayor Coble adjourned the meeting at 7:20 p.m.
