The City of Columbia City Council met for a Zoning Amendment Public Hearing on Wednesday, July 11, 2001 in the City Hall Council Chambers, 1737 Main Street, Columbia, South Carolina. Mayor Robert D. Coble called the meeting to order at 10:15 a.m. Council members present were: The Honorable E.W. Cromartie, II, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis. Also attending were Ms. Leona K. Plaugh, City Manager and Ms. Pamela J. Ferst, Acting City Clerk.
I. ZONING AMENDMENTS B Public Hearing
1. 01-15 MA. 1307 & 1319 Caroline Road, TMS 16414-9-7 &
8. Rezone
from RS-1 to UTD.
Mayor Coble opened the floor to anyone in opposition to the above amendment. No one appeared in opposition.
Upon motion by Mr. Papadea, seconded by Mr. Cromartie, Council voted unanimously to approve Zoning Map Amendment 01-15 MA. 1307 & 1319 Caroline Road, TMS 16414-9-7 & 8. Rezone from RS-1 to UTD. Ms. Heizer was not present for the vote.
2. 01-16 MA. 1026 Oakland Avenue, TMS 11706-7-12. Rezone
from RS-3
to RG-2.
Mayor Coble opened the floor to anyone in opposition to the above amendment. No one appeared in opposition. This item was continued to the meeting of July 18, 2001
3. 01-18 MA. 301 Lost Creek Drive (Lot 8), TMS 05100-03-89(p). zone from RU to RS-1 with annexation.

Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted unanimously to approve Zoning Map Amendment 01-18 MA. 301 Lost Creek Drive (Lot 8), TMS 05100-03-89(p). Rezone from RU to RS-1 with annexation. Ms. Heizer was not present for the vote.
4. 01-19 MA. 5426 Ridgeway Street, TMS 09310-04-03 & 04.
Rezone from
D-1 to RS-1 with annexation.
Mayor Coble opened the floor to anyone in opposition to the above amendment.
No one appeared in opposition.
Upon motion by Mr. Papadea, seconded by Mr. Davis, Council voted unanimously to approve Zoning Map Amendment 01-19 MA. 5426 Ridgeway Street, TMS 09310-04-03 & 04. Rezone from D-1 to RS-1 with annexation. Ms. Heizer was not present for the vote.

5. 01-17 MA. Old Shandon/Lower Waverly Neighborhoods, add a DP
(Design
Preservation) overlay to this district with general boundaries
being Harden
Street, Gervais Street, Millwood Avenue, Maple Street and Devine Street.
Ms. Krista Hampton, Historic Preservation Planner for the city of Columbia, gave an overview of the history and significance of the Old Shandon and Lower Waverly areas. Ms. Hampton also reviewed the guidelines of construction and design.
Mayor Coble opened the Public Hearing on the above Zoning Map Amendment.
Mayor Coble asked for those in favor of the proposed amendment that were unable to stay to please raise their hands.

of 2705 Lee Street, Ms. Dottie Bratton of 721 Heidt Street, Ms. Patricia
Cely of 2707 Preston Street, Ms. Leslie Skinner of 928 Maple Street, Mr.
D. L. Powell of 2400 Wheat Street, Mr. Henry Wengrow of 2702 Cypress
Street, Mr. Olufemi Oluzfny of 1007 Pine Street, Mr. Andrew Zalkin,
an absentee landlord of 2611 Cypress Street, Mr. Patrick Hubbard
of 2719 Preston Street, Mr. William Stewart of 1011 Walnut Street, Ms.
Gerrie Doud, member of the Maple Street Neighborhood Association
and property owner, Ms. Frank Sarnowski of 725 Queen Street, Ms.

Weathers McDuffey of 1013 King Street and a member of Bethel AME
Church, Mr. John H. Bazemore, Jr., of 3934 Webb Court, a member of
Bethel AME Church, Mr. Robert Fuller, Attorney at Law representing the
Epworth Children=s Home, Mr. Eddie Lloyd of 2553 Cherry Street,
Ms. Thomasina Biggs of 907 Walnut Street, Mr. John Love of 727 Woodrow
Street, Mr. Ben Plexico of 2700 Cypress Street, Ms. Dorothy Love of
1727 Woodrow Street.
Ms. Judy Hubbard of 2719 Preston Street appeared with concerns about
the historic designation of the proposed district and the effects
of the community and neighbor relations.
Upon the conclusion of the Public Hearing Mayor Coble announced that
consideration of this request would be continued to August 15, 2001.
Ms. Heizer directed the City Manager do whatever is necessary to either
repair or replace the sound system.
2. TEXT AMENDMENT:
Amend Section 17-410, Advertising Signs, (1) as follows:
Advertising signs are prohibited in C-1, C-2, C-4, C-5, C-6, PUD-R,
PUD-C, PUD-LS and historic districts.
Mr. Hal Stevenson of 1511 Hagood Avenue appeared before Council to speak in favor of the above text amendment.
Upon motion by Mayor Coble, seconded by Ms. Sinclair, Council voted unanimously to approve Text Amendment to Section 17-410, Advertising Signs, (1) as follows: Advertising signs are prohibited in C-1, C-2, C-4, C-5, C-6, PUD-R, PUD-C, PUD-LS and historic districts. Mr. Cromartie and Mr. Osborne were not present for the vote.
Mayor Coble adjourned the Public Hearing at 1:20 p.m. to reconvene the Work Session in the Council Conference room.
