The City of Columbia City Council met for a Zoning Public Hearing on
Wednesday, March 13, 2002, in the City Hall Council Chambers, 1737 Main
Street, Columbia, South Carolina. Mayor Robert D. Coble called the
meeting to order at 10:12 a.m. Council members present were The Honorable
Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair,
The Honorable Hamilton Osborne, Jr. and The Honorable Sam Davis.
Absent was The Honorable E. W. Cromartie, II. Also present was Ms.
Leona K. Plaugh, City Manager and Ms. Pamela J. Ferst, Acting City Clerk.
PRESENTATIONS
A. Richland County Land Use Plan - Mr. Michael Criss, Planning Director
Mr. Michael Criss, Planning Director, presented Richland County=s Land Use Plan to City Council.
B. Columbia Museum of Art - Ms. Margaret Skove, Executive Director
Ms. Margaret Skove introduced herself to Council as the new Executive Director of the Columbia Museum of Art.
ZONING PUBLIC HEARING
C. ZONING MAP AMENDMENTS
01-38 MA. 827 Arrowwood Road, TMS 7306-2-4, 5, 38 & 39. Rezone from D-1 to RS -1. The property is currently vacant. Applicant Tripp Davis, Agent, is proposing to develop single family, detached, cluster housing that preserves tree cover and environmentally sensitive areas.
Upon motion by Ms. Heizer, seconded by Mr. Papadea, Council voted unanimously to approve on first reading Zoning Map Amendment 01-38 MA. 827 Arrowwood Road, TMS 7306-2-4,5, 38 & 39. Rezone from D-1 to DS-1.

Upon motion by Mr. Papadea, seconded by Mr. Davis, Council voted unanimously

Candi Lane / I-26, TMS 07301-01-01. Add FS Overlay to existing
C-3 zoning. Applicant
Lamar Outdoor Advertising is requesting the FS Freeway sign overlay
to this property in
order to erect an advertising sign. The property is currently
vacant.
Ms. Cheryl Taylor, Arrowwood Neighborhood Association, appeared before
Council in opposition to the request. Ms. Taylor stated that
the sign is closely located to the residential
area and the lights can be seen from their property.

STREET CLOSING
D. Council is asked to approve a request from the Columbia Museum of Art to close off Main Street between Taylor and Washington Streets and the intersections of Main and Hampton Streets around the City Year Circle, Thursday, April 18, 2002 from 4:00 p.m. until 10:00 p.m. (Stage to be located at the intersection of Main and Hampton, facing south) for the Contemporaries= Third Thursday opening concert. Alternative Street Closings: Close Main Street from Hampton Street to Washington Street with placement of stage on the south side of Hampton Street. E. Council is asked to approve a request from the Employment Security
Commission to close Wayne Street from Washington Street to Hampton Street
from 9:00 a.m. until 4:00 p.m., on Wednesday, April 17, 2002, for the Annual
SCESC Retiree Reunion. Approved
CONSIDERATION OF BIDS, AGREEMENTS, AND CHANGE ORDERS
F. Council is asked to approve a contract for Project #SD58-9/0, Phase
I: Storm Drainage Construction along Craven Street, as requested by the
Director of Engineering. Award to Trussell Brothers Construction Company,
Inc., the low bidder, in the amount of $157,474.00. MBE/FBE participation:
4.45%. This is a local vendor.

Upon motion by Mayor Coble, seconded by Ms. Heizer, Council voted four
(4) to one (1) to approve on second reading, Ordinance No.: 2002-009 -
Granting a Franchise to South Carolina Electric and Gas Company for the
construction, operation and maintenance of electric and gas systems in
the City of Columbia, South Carolina. Voting aye were Ms. Heizer,
Ms. Sinclair, Mr. Davis and Mayor Coble. Voting nay was Mr. Papadea.
Mr. Osborne abstained from voting do to a conflict of interest.

APPEARANCE OF PUBLIC HAVING BUSINESS WITH CITY COUNCIL
Ms. Anna Marie Darwin, Attorney for Protection and Advocacy for People with Disabilities, appeared before Council to address the need for improved public transportation for people with disabilities. She stated that DART is inadequate and has caused disabled people to lose their jobs, miss job interviews and miss doctor appointments.
Ms. Denise Woodward, appeared before Council to follow up on an inquiry made regarding BellSouth at the October 17, 2001 meeting. Ms. Woodward stated that citizens do not have a BellSouth location they can go to for questions or to pay their telephone bills. Ms. Woodward also questioned what the unregulated charges are for on the BellSouth telephone bill.
Mayor Coble asked Ms. Woodward to submit a letter to him regarding her concerns and he will then contact the Public Service Commission.
Upon motion by Mayor Coble, seconded by Mr. Papadea, Council voted unanimously to go into Executive Session at 11:09 a.m. to discuss Convention Center Bonds/Contract, DHEC Dumping Report, Tapp=s Furniture Real Estate matter, Craven Street Storm Drainage Construction and USC Parking Lease.
Mayor Coble adjourned the Zoning Public Hearing at 11:09 a.m.
